Rest of State Support and Technical Assistance Center (STAC)

Through a competitive RFP process, Literacy New York was awarded the "Rest of State" Support and Technical Assistance Center (STAC) grant in 2025. This five year NYS Education Department Adult Literacy Education (ALE) funding underwrites technical assistance and support for a group of locally-based literacy providers in community settings across New York State. Many of these programs employ the use of volunteer tutors in their programming, and Literacy NY specializes in offering management and training tools for this cohort. These programs also are charged with serving those adults at the lowest basic skills levels—Literacy NY offers support specific to serving the "hardest to serve" adults in our communities, with specialized training in working with struggling learners.

As part of the State Education Department’s Adult Education Program and Policies team, Literacy NY’s work as the STAC is to “promote a consistent literacy strategy across the region and … assist agencies to achieve the requirements” of state funding. The purpose of the STAC parallels Literacy NY’s mission and vision, which is to “increase the effectiveness of adult literacy practitioners and the capacity of programs so that adults, families, and communities reach their full potential.”

Literacy NY's goal is to ensure that ALE funded programs implement sound data, volunteer/staff, and financial management practices as directed by the Adult Education Program and Policies Department. We want to support programs in providing quality instruction that will offer learners, tutors, and instructors the greatest chance for success. We draw upon 50 plus years of experience in meeting these goals and greatly appreciate the ALE funding provided by the state of New York that supports our STAC project.

22% percent of New York State residents suffer needlessly from low literacy, severely limiting their quality of life and often leading to unemployment, poverty, health issues, and even incarceration.

Literacy New York was founded on a vision and mission to serve adults and families most in need of literacy services.

Specifically, the Literacy New York mission is to increase the effectiveness of adult literacy practitioners and the capacity of programs so that adults, families, and communities reach their full potential.

 

Who We Are

Literacy New York's role is to:

  • Build the organizational capacity of adult literacy organizations by sharing expertise about funding and data management;
  • Offer state-of-the-art training for teachers, administrators, and volunteer tutors;
  • Advocate for adult literacy programs, particularly those that serve students with the most limited literacy skills and English language proficiency.
