Citizenship: The 2025 Civics Test

Here is a description of the new requirements of the Naturalization interview.  It is taken directly from the United States Citizenship & Immigration Services (USCIS) website.  A link to USCIS is provided here as well.

USCIS will administer the 2025 Naturalization Civics Test to aliens who file Form N-400, Application for Naturalization, on or after October 20, 2025.

The 2025 Naturalization Civics Test is an oral test consisting of 20 questions from the list of 128 civics test questions. You must answer 12 questions correctly to pass the 2025 Naturalization Civics Test. You will fail the test if you answer 9 of the 20 questions incorrectly.

Officers will stop asking questions when an alien answers 12 questions correctly or 9 questions incorrectly.

"The Citizenship Coach" Training Module via I2O (Intake to Outcomes) training materials.

Tutors are welcome to train as citizenship coaches.  The Citizenship Coach is a step-by-step online training that describes how to effectively coach a candidate in preparation for a Naturalization interview.  The training covers how a tutor might help a candidate in these three main areas:

  • Demonstrate an ability to read, write, speak and understand basic English.
  • Demonstrate a basic knowledge of US history, government and civics principles.
  • Demonstrate an attachment to the principles and ideals of the US Constitution.

Language Library Lessons

All tutors who have successfully completed the mandatory Language Basics 2.0 course via I2O (Intake to Outcomes) training materials have access to the "Language Library."  The Language Library provides high-interest, appropriately leveled texts with teaching guides.

Scrabble Junior as a Tutoring Tool

Volunteer literacy tutor Peggy Willock has used Scrabble Junior successfully with students at very different reading levels, including one reading at a 3rd-grade level and another reading at an 8th-grade level. She recommends using the game as a once-a-month reward activity following more structured weekly lessons.

Guidelines from Peggy’s sessions:

  • Do not keep score; focus on building words together.

  • Lay out all tiles and take turns collaboratively.

  • Begin by modeling how you form a word with your tiles, then let the student try while discussing word choices and placement.

  • The concept students struggle with most is that each new word must connect to a word already on the board. This often requires repeated explanation and guided practice.

Peggy notes that her students consistently enjoy this activity and encourages other tutors to incorporate Scrabble Junior into their sessions when appropriate.
